SEO consultant: what you're really buying (and who has to implement it)

SEO consultancy is a service in which a specialist studies your website, the searches in your market and your competitors, and hands you written decisions: what to change, in what order and against which measurable goal. Unlike SEO management, in most formats your own team makes the changes: a consultancy is worth exactly the share of its recommendations that actually go live.

It sounds like a fine distinction.

It's the reason so many consultancies end up as a very long PDF that nobody opens again after the handover meeting.

The mistakes we see most often are three:

  • buying an audit without knowing who will implement it (the developer has other priorities, marketing has no access to the CMS);
  • confusing consultancy with management, and finding out three months later that nobody was writing the pages;
  • choosing on the promise of a ranking, which Google itself tells you not to accept.

At Macropix, a LED wall manufacturer based in Milan, consultancy decided which pages to build and execution built and maintained them: from position 88 to position 2 for "monitor pubblicitario" (advertising monitor) between 2020 and 2025, and today 79 of 135 tracked keywords on page one of Google Italy (Macropix case study).

At Sunscape, which develops solar plants and looks for land all over Italy, the region-by-region architecture decided in March 2026 took its page-one keywords from 1 to 38 out of 143 in six months, with organic impressions rising from 329 to 5,809 a month (Sunscape case study).

And what does that have to do with consultancy?

In both projects the strategy fitted in a few pages. The rest was implementation, measured month by month.

Let's start.

SEO consultancy or SEO management (the difference is who gets their hands on the website)

SEO consultancy produces decisions, SEO management produces changes. With the first you pay for the time of whoever decides, with the second also for the time of whoever does the work.

On Google the distinction is hard to see. Google Ads treats "seo consultant", "seo consultancy", "seo consulting" and "seo consultation" as the same search, with identical volumes month by month. On the UK results page it's the AI Overview at the top that draws the line, citing Adam Collins and Twogether Digital: a consultant is the better fit if you already have an in-house team to implement the work, an agency if you need people to deliver it too.

There are five real formats:

The five formats of SEO consultancy and who does the work in each.

The format also moves the price. Ahrefs surveyed 439 SEO providers worldwide (data published in December 2023): consulting firms charged an average of $171.18 an hour, against $98.90 for agencies and $71.59 for freelancers. On monthly retainers consultants were at $3,250, freelancers at $1,348.63 (Ahrefs, SEO pricing).

What a consultancy should leave behind (five documents, none of them decorative)

You measure an SEO consultancy by what it leaves on your desk: documents someone else can act on without calling the consultant back.

Google, on its Do you need an SEO? page, lists what an SEO can offer: a review of content and structure, technical advice on hosting, redirects, error pages and JavaScript, content development, keyword research, training and optimising for generative AI.

Those are activities. What you're buying, though, is the documents:

  1. The priority list, with estimated impact and effort for every item. Without an order, an audit is a list of faults.
  2. The keyword-to-page map: one search, one page, one URL. It's the document that stops two pages competing for the same query.
  3. The developer tickets, written in the developer's language: the URLs involved, the expected behaviour, how to check the change works.
  4. Goals with a date next to them, tied to enquiries and quote requests, not just to rankings.
  5. The measurement plan: what to look at in Search Console in month three and month six, and who looks at it.

At Sunscape the document that moved the numbers was the second one: one page per region, because landowners with a plot to offer search with the region next to the query, as in "agrivoltaico veneto" (agrivoltaics Veneto). A single page about solar would have caught none of those searches.

Where consultancies break down: implementation (28% fear technical debt)

An SEO consultancy fails more often after the handover than during the analysis. In Aira's State of Technical SEO Report 2024, based on answers from almost 400 SEOs across agencies, in-house teams and freelancers, the top risk to the success of technical SEO is technical debt (28%), followed by lack of resources (23%) (Aira, The impact of technical SEO).

In plain terms: the recommendation exists. Nobody is there to implement it, or the website can't take it.

But if the consultant is good, isn't that enough?

No. A consultant can write the perfect ticket. They can't move it to the top of the developer's queue.

The same report says 44% of technical SEOs tell their stakeholders to expect up to three months before traffic moves, and 33% up to six. Those months count from the day the change goes live, not from the day the document arrives.

We've seen the same mechanism on a Google Ads account. When we took over Valore Solare, an Italian solar company, the "conversions" column was counting technical events on the website: 15,267 in a single month, against 5,467 clicks.

The diagnosis fitted on one line.

The value came when the tracking was rebuilt: cost per enquiry down 40% compared with the first quarter, with 1,506 enquiries at an average of €70.78 (Valore Solare case study).

One line of diagnosis, weeks of implementation. That's the normal ratio, in SEO too.

For 28% of the SEOs Aira surveyed, the top risk is technical debt. We start from the recommendations you already have: we put them back in order of impact, write the tickets for whoever has to carry them out and set a date to measure them.

How many people search for an SEO consultant in the UK (and what they find on Google)

In the UK "seo consultant" averages 2,900 searches a month on Google, the same figure as "seo consultancy", "seo consulting" and "seo consultation". The trend is downwards: DataForSEO's yearly trend is -46%, from 12,100 searches in September 2025 to 1,300 in August 2026. September 2025 was an unusual peak for many UK searches in Google Ads data, but even starting from October 2025 (2,900), August is less than half.

Every "supplier" search is falling: freelance seo consultant -76%, seo specialist -61%, seo audit -55%, seo consultant -46%. In Italy one new form was growing ("consulenza geo", GEO consultancy, recorded from March 2026). In the UK nothing is: "geo agency" went from 480 searches in September 2025 to 260 in August 2026, "geo consultant" gets 40 a month and "generative engine optimisation" is down 56% over the year.

How much of the drop comes from AI answers arriving before the click, we don't know, and we won't write it as if we did.

The context explains why GEO (Generative Engine Optimisation, visibility in the answers of AI engines) is being talked about: according to the ONS Business Insights and Conditions Survey, in late March 2026 26% of UK businesses were using at least one type of AI technology, up 8 percentage points from late March 2025, and 45% of businesses with 250 or more employees.

A note for anyone buying "GEO consultancy". Google writes that to appear in AI Overviews and AI Mode there are no additional requirements nor other special optimisations necessary (Google Search Central). What GEO consultancy adds to SEO is measurement: which answers from ChatGPT, Gemini or Perplexity cite you and which cite a competitor. Of 39 city results, 18 don't lead to a consultant but to a list. That's 46%, higher than the 37% of portals and directories we measured on 16 Italian searches in our guide to SEO challenges.

The national search has almost no directories: one LinkedIn page, while five of the nine results are guides, articles or "best consultants" lists (Gripped, Embryo, Carlos Alba Media, James Taylor SEO, Growth By Trust) and the others are service pages. Above them sits an AI Overview that explains what a consultant does and when to choose one over an agency.

So should you look for a consultant in your own city?

Only if the work needs face-to-face meetings. SEO consultancy happens in Search Console, the CMS and shared documents: searching by city narrows your choice to whoever ranks best for "SEO consultant Manchester", which is a real skill but not necessarily the one your market needs.

When consultancy is enough and when you need management (three questions to ask internally)

Consultancy is enough when someone in the business can make the changes within a month of the request; you need management when that someone doesn't exist.

Three questions are enough to find out:

  1. Who has the CMS login and the time to use it? If the answer is "the agency that built the website, when we call them", the consultancy stops there.
  2. Who writes the content? A keyword-to-page map with thirty pages to create is months of editorial work, not an appendix.
  3. Who opens Search Console every month? If nobody looks at it, nobody notices that a recommendation never went live.

Three yeses: ongoing consultancy or training. Even a single no: you need someone to do the work, in-house or external.

On a small budget, hourly consultancy is often the most sensible choice: £300 a month of management buys between 4 and 7.5 gross hours of work, as we worked out in our guide to affordable SEO services. Three hours of the right decisions implemented by your team beat three hours of scattered execution.

How to choose your consultant (Google's five questions, plus two of ours)

You choose an SEO consultant on verifiable case studies and on how they deliver the work, not on promised rankings. Of the questions Google suggests, these five apply to any business:

  1. Can you show me examples of your previous work and share some success stories?
  2. Do you follow the Google Search Essentials?
  3. What kind of results do you expect to see, and in what timeframe? How do you measure your success?
  4. What's your experience in my industry?
  5. How long have you been in business?

And it adds a blunt rule: "No one can guarantee a #1 ranking on Google", and if someone guarantees you first place, "find someone else" (Google Search Central).

Our two, the ones that separate a consultancy from a PDF:

  1. Who writes the tickets and who checks the change after release? If the answer is "you", the consultant is selling an opinion, not a result.
  2. How will we measure how many recommendations have been implemented? A percentage per quarter, in the report, next to traffic and enquiries.

On timings, be wary of anyone promising page one in three months for a category keyword. Frequently asked questions about SEO consultancy

Does an SEO consultant make the changes to the website?

It depends: in pure consultancy no, the consultant delivers priorities, a keyword-to-page map, technical tickets and dated goals, and your team implements them. In SEO management the supplier makes the changes.

How much does SEO consultancy cost?

It depends on the format more than on the consultant. In the Ahrefs survey of 439 providers worldwide (December 2023) consulting firms charged an average of $171.18 an hour and a $3,250 monthly retainer; a one-off audit and ongoing consultancy sit in different price bands in the UK too.

Is a freelance SEO consultant or an agency better?

It depends on who will implement the work. If you have a developer and content writers in-house, a consultant or a consulting firm is enough; if nobody can do the work, you need a supplier that also makes the changes, and an agency usually covers that part.

Is an introductory SEO call worth anything?

Yes, if you use it to assess who you're dealing with: in one call you can tell whether the consultant looks at your Search Console data or recites a price list. It isn't an audit and shouldn't be treated as one.

Can an SEO consultant guarantee first place on Google?

No. Google says so on its page for people hiring an SEO: no one can guarantee a #1 ranking, and if someone guarantees first place you should find someone else.

Is GEO consultancy different from SEO consultancy?

Yes, in the measurement more than in the work: Google states that no special optimisations are needed to appear in AI Overviews and AI Mode, while GEO consultancy adds tracking of which answers from ChatGPT, Gemini and Perplexity cite your website.

How long does SEO consultancy last?

It depends: an audit wraps up in a few weeks, ongoing consultancy is planned in quarters. In Aira's 2024 report 77% of technical SEOs tell stakeholders to expect up to six months before traffic moves, counting from when the changes go live.

One thing the industry rarely says: a well-run SEO consultancy should have an end date. The most honest contract is the one that states when your team will work on its own, and what it will need to know how to do by then. If the plan never expects you to manage without the consultant, you're buying management in instalments, with the execution on you.
